COCOBOD No-Syndication Policy: Why I Exposed Bryan Acheampong For ‘Intellectual Theft’ – Fmr. COCOBOD CEO Speaks

Former Chief Executive Officer of COCOBOD, Joseph Boahen Aidoo has explained the motive behind his exposé regarding former Agriculture Minister, Bryan Acheampong’s claim over COCOBOD‘s abolition of an age-long syndicated loan to buy cocoa beans.
In a viral video circulating on social media, Bryan Acheampong, who is aspiring for NPP presidential seat, was heard taking credit for the Ghana Cocoa Board’s decision to abandon the syndicated loans for the 2024/2025 cocoa season.
However, Bryan Acheampong is said to have rather been a chief dissenter to the project while as the sector Minister under the erstwhile Akufo-Addo government.
Joseph Boahen Aidoo, who introduced the project, called out Bryan Acheampong’s “intellectual plagiarism and dishonesty” for claiming the policy was his idea and in an interview with Adom TV on Wednesday, September 24, 2025, explained why it is necessary for him to expose Bryan Acheampong for taking what he noted as “undue credit” for a project he vehemently kicked against.
“I came up with this policy and the newspapers published the announcement I made on 22nd August 2024. It was a front page story. Ordinarily, I would not have spoken about it but this policy was my intellectual property and I can’t allow anyone to steal my idea. 
“I was a lecturer at the university and in the academic arena if somebody steals your idea, it is a big crime and unacceptable so it is unacceptable for Bryan to take credit for something I conceived, as his idea without even mentioning my name,” he told Adom TV.
He described Bryan Acheampong’s claim as “an intellectual theft”.
The former CEO emphasized that Bryan Acheampong played no role in the implementation of the new finance module to replace the syndicated loan.
“He did not play any role. He rather opposed it that’s why I am so surprised and sad.”
Detailing how Bryan Acheampong rejected the idea, Mr. Aidoo said; “I have been a Minister before and I know CEOs are under sector Ministers. As such, I had to report to him when I conceived the idea. When I went to him, he opposed it and rejected it. In fact, this issue went to people above us and right before them, he still opposed the idea, so I am surprised he is claiming credit for it now.”
He added; “I am a geographer and not a finance person but when I came up with this idea, the Head of the Economics Department at the University of Ghana was amazed how I came up with such a great finance module. They did not believe I’m not a finance person.”
“I did so many presentations of this module to the board and so many stakeholders. He (Bryan) was totally against it.”
