OPEN LETTER TO THE PRESIDENT MAHAMA-ON GOVERNMENT APPOINTEES BENEFITING FROM ILLEGAL MINING (GALAMSEY) OPERATIONS

His Excellency John Dramani Mahama
President of the Republic of Ghana
Jubilee House, Accra.

Your Excellency,

The proclaimed fight against the menace of illegal mining, or galamsey, under your leadership has become both impossible and incredible. This is not the opinion of critics alone; it is a truth that has become painfully evident to the Ghanaian people. The perception, now grounded in hard evidence, is that your government and close associates are direct beneficiaries of the very illegal mining operations you claim to be fighting. Under such circumstances, Your Excellency, you have lost the moral authority to lead this battle.

Records from the Ghana Gold Board (GGB) demonstrate beyond dispute that four sitting Regional Council of State members have been issued gold purchasing licenses and provided with financial resources to engage in gold trading. These individuals, who constitutionally owe a duty of care and impartial advice to the Presidency and the people of Ghana, have instead been granted the very tools to profit from the destructive galamsey economy.

For instance:

  1. Volta Regional Council of State own Sesi-Edem Company Limited
    License Certificate Number: GGB/SFA/SF0078/025/25
    Issue Date: 23rd June 2025
    Expiry Date: 22nd June 2026
  2. Western North Regional Council of State Big Aido own Ore Joydan Group Limited
    License Certificate Number: GGB/SFA/SF0078/085/25
  3. The Council of State Member for the Western Region, Palasco has been granted a license under the company Max Palasco Gold Ltd with License Number GGB/LB2T. Few months ago Goldbod was supposed to sack him for the price hike but did not do so because Sammy Gyamfi and the Presidency benefit from commission
  4. The Council of State Member for the Eastern Region assigns one of his boys to trade and has equally been granted a gold purchasing license, thereby positioning himself to directly benefit from gold trade while serving as a Regional adviser.

Your Excellency, these are not mere businessmen but constitutional officeholders who swore oaths of fidelity to the Republic. Yet, instead of guiding you on how to address this devastating menace, they are enriching themselves by feeding off the galamsey economy. Thus, the Council of State, a public service institution meant to safeguard the national conscience, has degenerated into a vehicle for private gain and individual enrichment.

Equally troubling is the fact that individuals closely tied to your government, including Sammy Gyamfi and one Manager Director called Roger, have chosen to use private entities such as Goldstrom to assay gold, deliberately bypassing the certified gold Refinery.

Sammy charges 500dollar per ounce he assay and export through Goldstrom. This practice not only undermines state authority and institutional accountability but also entrenches a parallel gold economy that serves the interests of private actors over the Republic. Sammy Gyamfi is now FORBE RICHEST MILLIONAIRE IN GHANA
500USx 35= 17,500 per a kilo

So if he export 1 tone
17,500x 1000=17,500,000 every two weeks.
The question is from the calculation above, HOW CAN YOU STOP ILLEGAL MINING IN GHANA!🇬🇭

Constitutional Breach and Loss of Moral Authority

Your Excellency, Article 35(8) of the 1992 Constitution is clear: “The State shall take steps to eradicate corrupt practices and the abuse of power.” When members of the Council of State and government associates are issued licenses to trade in gold the very lifeline of galamsey, the State itself becomes an accomplice in corruption and abuse of power.

Furthermore, Article 35(1) mandates that “The State shall actively promote the integration of our peoples and uphold the values of honesty and probity in public life.” Your administration, by these acts, has failed to uphold honesty, has disregarded probity, and has betrayed the people of Ghana.

How, then, can you, Mr. President, credibly claim to be leading a fight against galamsey when your advisers and appointees are themselves beneficiaries of its proceeds? How can you summon the moral courage to speak on environmental destruction when those closest to you are profiteering from the destruction of our rivers, forests, and farmlands?

Your Excellency, the evidence is overwhelming: your government has neither the credibility nor the moral standing to fight galamsey. By licensing political allies, Council of State members, and close operatives to trade in gold, you have undermined constitutional values, weakened state institutions, and betrayed the trust of the Ghanaian people.

History will not absolve any government that chooses complicity over courage, nor any leader who cloaks personal and political gain in the guise of national duty.

Respectfully submitted,
Concerned Citizen of Ghana
