Minority Rejects Kpandai Seat Letter, Questions Speaker’s Pandai Decision

Minority Chief Whip Frank Annoh-Dompreh on Tuesday demanded the immediate withdrawal of a parliamentary letter that declared the Kpandai Constituency seat vacant, describing the move as “out of place” and a breach of due process.

Speaking on the floor of Parliament, Annoh-Dompreh argued that the correspondence, dated December 4, 2025, and signed by the Clerk to Parliament, Ebenezer Ahumah Djietror, was issued prematurely and lacked proper legal basis. The letter had notified the Electoral Commission (EC) that the Kpandai seat had become vacant following a November 24 High Court ruling ordering a rerun of the constituency’s parliamentary election. The case, Suit Number NR/TL/HC/E13/22/25, listed the Clerk as the fourth respondent.

The Minority’s objections come amid broader concerns over the Speaker’s recent declaration of the Pandai parliamentary seats as vacant. A Minority Member noted that, while the Speaker acted within the Standing Orders, the decision appeared inconsistent, particularly as a pending application for a stay of execution had yet to be addressed. According to the Member, the application should have been considered before such consequential action was taken.

The Speaker, however, maintained that his decision was in accordance with parliamentary regulations and due process. The Minority is now calling for clarity and procedural consistency to safeguard the rule of law as the EC prepares for the court-ordered rerun in Kpandai.
