NPA Revokes Fuel & LPG Discounts, Implements Standardized Pricing

The National Petroleum Authority (NPA) of Ghana has announced the scrapping of all selective fuel and LPG price discounts across the country. Starting March 16, 2026, all Oil Marketing Companies (OMCs) and LPG Marketing Companies (LPGMCs) must apply uniform fuel prices at retail outlets in line with the government-approved pricing formula.

This significant change will end location-based discounting practices that have been used by operators across the sector, marking a new chapter for the downstream petroleum industry.

As part of the review of the Petroleum Products Pricing Guidelines, the NPA has implemented new measures to ensure compliance with the Pricing Formula Regulations (LI 2186 and amended LI 2222). These changes include:

Uniform Ex-Pump Prices: All OMCs and LPGMCs must now adhere to a standardized price structure across all retail outlets, eliminating any regional or selective pricing strategies.

Focus on Compliance and Monitoring: The NPA aims to strengthen the enforcement of pricing regulations, which will include stricter monitoring and adherence to the approved pricing formula.

No More Selective Discounts: Discounts that were previously applied at specific stations will no longer be allowed, ensuring that consumers pay the same price regardless of their location.

According to the NPA’s official statement, this review is aimed at enhancing transparency, fairness, and accountability within the downstream petroleum sector. By eliminating price discrepancies and discounts, the NPA seeks to ensure that fuel prices are reflective of global trends and the approved pricing structure.

The NPA’s revision is also geared toward improving the overall efficiency of the fuel market, curbing potential abuses, and safeguarding the interests of consumers.

In preparation for the new pricing rules, the NPA has scheduled a meeting with all OMCs and LPGMCs on March 11, 2026, to provide additional clarity on the revised guidelines. Operators will be given the opportunity to ask questions and ensure they are fully informed ahead of the March 16 deadline.
