Kissi Agyebeng only seeking publicity in SML case – Tema Central MP alleges

Member of Parliament for Tema Central Charles Forson has blamed Special Prosecutor Kissi Agyebeng for what he describes as the poor handling of the investigation into the controversial Strategic Mobilisation Ghana Limited (SML) contract.

Speaking on Inside Pages on Metro TV on Saturday, November 1, 2025, the Tema Central lawmaker said he does not hold former Finance Minister Ken Ofori-Atta responsible for the controversy surrounding the SML deal.

“I don’t even fault Ken Ofori-Atta. You know who I fault? Kissi Agyebeng,” he said.

The Tema Central MP argued that the Office of the Special Prosecutor (OSP) has failed to handle the case with the seriousness it deserves.

According to him, if the summons had come from other investigative bodies like the Economic and Organised Crime Office (EOCO) or the National Intelligence Bureau (NIB), the persons involved would have shown more cooperation.

“If the invitation for you to come down had come from EOCO or BNI [now NIB], he would have been here,” he said.

“But I tell you quickly, the Special Prosecutor goes out there to fish for some issues – issues that he knows very well he’s going to gain out of – and then he lets the people go.”

Charles Forson expressed doubt that any meaningful outcome would come from the ongoing probe.

“You see the SML business we are talking about? Nothing good will come out of it. I’m certain about it,” he stated.

He argued that the people being invited by the OSP are not the real decision-makers behind the deal.

“Because there’s one in there whose duty is just to sign. The main architects are there, and you are asking such a person to be coming to your office every day. He goes there, nothing happens,” he said.

The Tema Central MP questioned the rationale for targeting those who only signed approved documents when, according to him, the key architects of the SML agreement remain untouched.

“Why am I here for? Because you sign. But in the document, my office is also to sign. The board has already approved. But there are architects in there who must be charged, who must face the music,” he insisted.

Charles Forson also accused Kissi Agyebeng of seeking publicity rather than pursuing justice.

“You see, he sees a job in his art and he’s trying to be Martin Amidu,” he said, drawing a comparison between the current Special Prosecutor and his predecessor, known for his fiery public approach.

Charles Forson further claimed the OSP’s public communication around the case was a calculated move.

“From day one, he came out with that story. He wants you to know what he intends to do this year,” he remarked.

The Office of the Special Prosecutor is investigating the SML contract, which has been at the centre of controversy over alleged procurement breaches involving the Ghana Revenue Authority (GRA) and the Ministry of Finance.

Despite several months of public attention, no major arrests or prosecutions have been announced.
