Paul Adom-Otchere challenges Special Prosecutor’s order to declare assets

Former Ghana Airports Company Board Chairman Paul Adom-Otchere has taken legal action against the Office of the Special Prosecutor (OSP), asking the High Court to overturn a directive ordering him to declare his property and income.

Adom-Otchere, who is being investigated for suspected corruption in the award of a revenue assurance contract by the Ghana Airports Company Limited to Evatex Limited, argues that the directive issued by the OSP on August 4, 2025, is unlawful.

His lawyers, led by former Attorney General Godfred Dame, say the order breaches the Office of the Special Prosecutor Act, 2017 (Act 959) and its accompanying regulations. They describe the OSP’s actions as an abuse of power.

In his application, Adom-Otchere is asking the court to declare that the OSP’s directive, along with what he describes as threats of “legal consequences”, “confiscation”, and “detention”, is unlawful and amounts to harassment.

He is also seeking an order to stop the OSP from detaining him if he refuses to comply with the directive to declare his property and income by the stated deadline.
